5 o T> Brownfields 2008 Grant Fact Sheet Chillicothe, OH EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The City of Chillicothe was selected to receive two brownfields assessment grants. Located at the edge of Appalachia in southern Ohio, Chillicothe (population 22,216) has its roots in agriculture and industry, and once was known as the white-paper-making capital of the world. Paper remains a key industry, but employ- ment has dropped substantially. Several other large manufacturing businesses have either left the city or reduced employment. Many sites around the city have been used for dumping sludge and other waste from former industrial facilities. The unemployment rate is 6.8 percent, and more than 12 percent of the city's population lives below the poverty level. Abandoned industrial sites are located predominantly in the eastern part of the city, where 16.4 percent of individuals live Assessment Grants $200,000 for hazardous substances $200,000 for petroleum EPA has selected the City of Chillicothe for two brownfields assessment grants. Hazardous sub- stances grant funds will be used to create a brownfields inventory and to conduct up to 15 Phase I and five Phase II environmental site assessments. Petroleum grant funds will be used to perform the same tasks at sites with potential petroleum contamination.
