EPA  Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the  Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The City of Circleville was selected to receive two
brownfields  assessment grants. Located in south-
central Ohio in Pickaway County, Circleville (popula-
tion 13,630) was founded in 1810 as an agricultural
town and soon became home to several grain mills. Its
access to canals, railroads, and highways attracted
other industries, including cardboard and TV manufac-
turing, and plastics, paint, and chemical companies.
During the past 10 years, the city has lost 1,600 jobs
because of layoffs and plant closures. About half the
county's workers now commute outside the county for
work, and 11.1 percent of families live below the
poverty level. Nearly all of the 10 facilities that closed
in the city during the past decade remain vacant or
minimally used. U.S. Route 23 once passed through the
city and provided a convenient location for service
 Assessment Grants
 $200,000 for hazardous substances
 $200,000 for petroleum

 EPA has selected the City of Circleville for two
 brownfields assessment grants. Hazardous sub-
 stances grant funds will be used to conduct a site
 inventory and perform from 10 to 15 Phase I and
 up to five Phase II environmental site assessments.
 Petroleum grant funds will be used to conduct the
 same tasks at sites with potential petroleum
 contamination. Grant funds also will be used  to
 support community outreach activities.

likely that a number of underground tanks and contami-
nants are in this area of the city. Some brownfields
may threaten the water quality of groundwater and the
Scioto River that flows through the city's western side.
Assessment of brownfields will clarify environmental
concerns and is expected to generate interest in site
reuse.
