                                      Facility Registry System
        Purpose
        The Facility Registry System (FRS) responds to the increasing demand for access to high quality
        information and the public need for one source of comprehensive (air, water, and waste)
        environmental information about a given place on the
        earth.

                                                             systems and three dozen States.
Background
The FRS database currently contains over 1.9 million
unique facility records, and new facilities are continuously
being added to the system either through information
supplied by EPA programs or through our State partners
on the Environmental Information Exchange Network (Exchange Network). The FRS database
contains accurate and authoritative facility identification records which are subjected to rigorous
verification and data management quality assurance procedures. FRS records are continuously
reviewed and enhanced by a Regional Data Steward network and active State partners.
Additionally, FRS receives correction and verification information from the reporting
community through Web-based access and through EPA database systems maintained by over a
dozen EPA media programs.  Several Agency databases and applications, such as Envirofacts,
Window to My Environment, EnviroMapper, Environmental Compliance History Online
(ECHO), and Tribal Information Management System (TIMS), rely on the FRS for
comprehensive and up-to-date facility information through Web services.

Current Activities
As of October 2006, thirty-three (33) states and over a dozen program systems exchange facility
data through the Exchange Network, including:

•  CERCLIS - Comprehensive Environmental Response, Compensation, and Liability
   Information System;
•  FRP - Facility Response Plan;
•  ICIS - Integrated Compliance Information System;
•  NCDB - National Compliance Database System;
•  NEI - National Emissions Inventory;
•  NEPT - National Environmental Performance Track Program;

        Georgia, Hawaii, Iowa, Indiana, Kansas, Maryland, Maine, Massachusetts, Minnesota,
        Missouri, Mississippi, Montana, North Carolina, Nebraska, New Hampshire, New Jersey,
        New Mexico, New York, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, South
        Carolina, Utah, Vermont, Virginia, Washington, and Wisconsin.

     Future Actions
     EPA has recently launched a long-term strategic effort to enhance the quality of locational data
     called the Locational Data Improvement Strategy. As part of the effort, EPA is developing a
     series of discrete projects that leverage both existing EPA capabilities and adopt new
     approaches. These changes will further enhance the quality and completeness of the FRS,
     especially the latitude and longitude values which will better support the many Geographical
     Information System (GIS) mapping applications throughout the Agency.

     Stronger relationships are forming with the Brownfields and Underground Injection Control
     programs by providing locational data to sites in these two data areas.  In addition, FRS has
     loaded over 100,000 schools into the database to assist programs in compliance targeting.
