Office of Brown fields and Land Revitalization
EPA's Office of Brownfields and Land Revitalization (OBLR) empowers community revitalization
and the sustainable redevelopment of contaminated properties by providing financial and
technical assistance for the clean up and reuse of contaminated properties. Our mission is to
revitalize communities by promoting sustainable reuse and leveraging green jobs.

Land Revitalization
Restore land and other natural resources into sustainable community assets that maximize
beneficial economic, ecological, and social uses, ensure long-term stewardship, and protect
human health and the environment.
Green Jobs
Promote viable employment opportunities by funding job training grants that promote education
and training for occupations in sustainable community planning, property assessment and
cleanup, building design and construction, and renewable energy development.
Stakeholder Outreach
Engage all stakeholders in the cleanup and revitalization of contaminated lands by developing
and delivering training, publications, and public forums. Promote a national brownfields and
land revitalization agenda by hosting a national conference - Brownfields 2009 will be held
in New Orleans, November 16-18, 2009.
Brownfields Grants
Enhance the economic and environmental health of communities by funding direct assessment
and cleanup activities at brownfield sites through assessment, RLF and cleanup grants;
promote green jobs and a sustainable workforce in brownfields communities through job
training grants; increase the communities' capacity to address brownfields in their backyards
through training, research and technical assistance grants.
State and Tribal Response Programs
Support State and Tribal response programs to ensure contaminated properties are cleaned
up in a protective manner. Work with States and Tribes to improve communication with
communities, identify potentially contaminated sites, enforce laws and regulations established
to protect human health and the environment from exposure to harmful substances, and
encourage the cleanup and sustainable reuse of properties.
Environmental Justice
Increase outreach and technical assistance to environmental justice communities. Conduct
workshops with community-based organizations to educate communities on the resources and
legalities of undertaking a Brownfields project. Promote community involvement in brownfields

redevelopment projects. Conduct environmental site assessments with the Community Action
for a Renewed Environment program (CARE). Identify, with disadvantaged communities and
other interest groups, priority environmental justice issues.
Public Health
Partner with communities, state and tribal governments, and private sector stakeholders in
education, health monitoring, and research programs to better understand and address the
public health threats of brownfields. Promote model approaches to cleanup and reuse that
improve public health. Support education and outreach to public health agencies on land
revitalization and long term stewardship priorities.
Sustainable Reuse
Promote efforts to sustainably clean up and reuse properties through green planning, design
and construction, reuse and recycling of construction and demolition materials, stormwater
management, and renewable energy development. Provide targeted support and technical
assistance for greener and more sustainable reuse projects.
Federal Partnerships
Build strong partnerships with federal agencies to provide funding and technical support for
brownfields and land revitalization projects. Hold multiagency meetings to coordinate activities
and establish agendas to address challenges to the sustainable redevelopment of brownfields.
Brownfields Finance
Develop tools and policies to encourage financial investment in brownfields and land
revitalization projects. Work with private sector stakeholders to encourage market support for
redevelopment.
Measuring Our Success
Ensure continual investment in brownfields and land revitalization programs by measuring the
benefits and promoting the success of on-going outreach, training, and technical and financial
assistance programs.
