Behr-Dayton  Continues  Emergency

U.S. Environmental Protection Agency recently issued an administrative
order to Behr-Dayton Thermal Products LLC requiring the company to
perform essential work and testing to address vapor intrusion problems
caused by a ground-water contamination plume under the Superfund site.
EPA found it necessary to issue this order because Chrysler LLC, the
company previously responsible for the work and testing, filed for bankruptcy
this spring and was no longer performing these important tasks. On Aug. 13,
2009, Behr-Dayton Thermal Products submitted a work plan outlining the
activities to be performed, which EPA is currently reviewing.

Background
In 2003, ground water beneath the Behr-Dayton facility located at 1600
Webster St., was found to be contaminated with trichloroethene, or TCE. In
2006, tests showed that TCE-contaminated ground water had moved from
the Behr-Dayton facility to the south/southwest through residential,
commercial and industrial areas. TCE-contaminated vapors have moved up
through the soil and into the basements of some homes and other buildings.
This process is called vapor intrusion. As a result, EPA and Chrysler have
installed 205 vapor removal systems in homes and other buildings.

Work and testing to be performed
On Sept. 1, EPA will hold a public meeting (see adjacent box for details) to
explain the order and what types of activities will be performed. Behr will do
the following:

• Operate and maintain a soil vapor extraction system installed one block
  south of the facility along Daniel Street in 2008. Its purpose is to address
  vapor intrusion in residences nearby whose vapor removal systems were
  not lowering the TCE levels enough.

• Annually sample and evaluate the effectiveness of vapor removal systems
  that have already been installed in homes and buildings to ensure that the
  systems are operating properly.

• Modify and/or update all vapor removal systems that are not operating
  properly.

• Conduct additional vapor intrusion sampling at locations identified by EPA
  including new testing locations and re-testing.

• Install vapor removal systems at locations where vapor levels are found
  above the health-based sub-slab or indoor air screening levels.

• Conduct vapor intrusion air sampling at the Salvation Army facility located
  at 1000 Keowee St. when the buildings are ready to be occupied (it is
  currently under construction).

• If the vapor intrusion sampling indicates that vapors are above the health-
  based sub-slab or indoor air screening levels, install a vapor removal
  system at the facility and sample and evaluate the system annually.

Update on the long-term investigation
On May 11, 2009, the site was placed on the National
Priorities List. The NPL is a roster of the nation's hazard-
ous waste sites eligible for investigation and cleanup under
EPA's Superfund program. Under the Superfund program,
EPA is conducting a study, called a remedial investigation at
the Behr site. This study is in the planning phase. EPA is
developing a work plan, a sampling plan and a quality
assurance plan for the investigation.
