  Recovery Act Funds  Awarded  to

  Reduce Diesel  Emissions, Create  Jobs
  In a move that will create jobs, boost local economies, reduce diesel emissions and
  protect human health and the environment, EPA is awarding approximately $156
  million in grants to clean up diesel emissions from a wide range of transportation
  sources. These funds are part of a larger $300 million clean diesel program funded
  by the Recovery Act.
  The grants are being awarded based on their potential to maximize economic ben-
  efits through job preservation and creation, protect public health, and lower diesel
  emissions from older diesel engines. In addition to achieving significant reduc-
  tions in diesel emissions, funded projects are focused on cleaning up diesel engines
  operating in highly populated areas with poor air quality.
  The funds are provided under the 2009 Recovery Act's National Clean Diesel Funding
  Assistance Program and distributed through EPA's regional offices. Recipients include
  states, cities, school districts, port authorities and other public agencies. Over the
  next several weeks, additional funds for reducing diesel emissions will be awarded
  through the SmartWay Innovative Finance Program ($30 million) and the National
  Clean Diesel Emerging Technology Program ($20 million). Forty-nine States and the
  District of Columbia have already received State Clean Diesel Grants Program ($86
  million).
  Through the National Clean  Diesel program more than $147 million have been
  awarded to date, supporting a variety of cost-effective emission reduction strategies,
  including:
        Verified retrofit devices
        Verified idle reduction technologies
        Certified vehicle or
        equipment replacement
          Engine upgrades
          Certified engine repowers
          Cleaner fuels
 Eligible vehicles, engines and equipment may include:  buses, medium-duty or
 heavy-duty trucks, marine engines, locomotives, and non-road engines used in con-
 struction, cargo handling equipment (marine and airport), agriculture, mining and
 energy production (including stationary generators and pumps). Public and private
 fleets contracted or leased for public purposes, such school buses or refuse haulers,
 are the primary beneficiaries of the clean diesel program.
 Funded projects are required to use technologies and engines that have been veri-
 fied and/or certified by EPA or the California Air Resources Board (CARB). Two lists of
 equipment and technologies verified by EPA are posted at http://www.epa.gov/otaq/

In coming weeks, EPA expects to announce
recipients of its SmartWay Clean Diesel
Finance and Emerging Technologies grant
programs. Both programs are funded
through the 2009 Recovery Act clean diesel
program announced earlier this year.

Under the SmartWay Clean Diesel Finance
program, $30 million will be made available
to promote investments in diesel reduction
technologies through innovative financial
programs, including those that provide
loan recipients with unique specific finan-
cial incentives for the purchase of new or
retrofitted vehicles and equipment.

Through the Clean  Diesel Emerging Tech-
nologies program $20 million will be made
available to develop cutting edge devices
or systems designed to reduce emissions
from diesel engines or diesel-powered
vehicles or equipment that has not yet
been verified by EPA or the California Air
Resources Board, but for which an approv-
able application and test plan had been
submitted.

                  American  Trucking Associations:
                           Making  Good  on  its  SmartWay Commitment
 With more than 37,000 members, the American Truck-
 ing Associations (ATA) is one of SmartWay's largest - and
 most active - partners. ATA provided support early on in
 designing SmartWay, playing a significant role in help-
 ing to lay a foundation that has enabled the partnership
 to achieve its mission to improve efficiency and reduce
 greenhouse gas emissions from the transportation sector.


 "We are proud to have been involved with SmartWay from
 the beginning," said ATA President and CEO Bill Graves.
 "It's rewarding to be a part of the partnership's growth
 and to move closer to the energy and environmental
 goals that ATA and its members share with SmartWay."


 ATA partners with SmartWay through the affiliate pro-
 gram.  Affiliates have several options for participating in
 SmartWay, and ATA has pursued virtually all of them. The
 primary function of a SmartWay affiliate is to inform and
 educate its members, constituents and customers about
 the value of SmartWay, and to encourage them to join.


 "ATA encourages all carriers and shippers to participate
 in EPA's SmartWay program," said ATA 1st Vice Chairman
 Tommy Hodges, Chairman of the association's Environ-
 mental Sustainability Task Force. "SmartWay helps compa-
 nies evaluate and optimize their fuel efficiency, reducing
 fuel costs and greenhouse gas emissions. It just makes
 good economic and environmental sense to participate,"
 said Hodges, who is Chairman of Titan Transfer Inc. of
 Shelby-ville,Tenn.


 ATA's member trucking companies partner with Smart-
 Way, and the association has done an extraordinary job of
 promoting the benefits of SmartWay to its members and
 the industry at large.
"One of the plan's key carbon-reducing recommendations is
to promote increased and effective fuel efficiency improve-
ments by encouraging carrier and shipper participation in the
SmartWay partnership," Kedzie said.


It is ATA policy to actively incorporate SmartWay program
information in all pertinent presentations on sustainability,
carbon reduction and greenhouse gases. These include pre-
sentations at global conferences, national trade events, and
EPA-sponsored workshops and activities. ATA also continually
supports and assists its 50 affiliate state trucking associations
in their efforts to promote the value of SmartWay to their
members, reaching a large number of small fleet owners and
independent drivers.


ATA regularly contributes published articles on SmartWay's
mission and goals in its award-winning news magazine
Transport Topics, and in the trade press. The SmartWay logo is
featured prominently on the association's web site.


Most recently, ATA is preparing to host, for a second time, the
EPA SmartWay Excellence Awards program at its 2009 Man-
agement Conference and Exhibit in Las Vegas. The awards
ceremony will be held on Tuesday morning, Oct. 6, as part of
the General Session, "Green Strategies for Profitability."


Also as part of its 2009 management conference and exhibi-
tion, ATA has invited EPA SmartWay to present an educational
session for the industry to address the development of Smart-
Way 2.0, an updated modeling tool and approach for calculat-
ing greenhouse gas emissions across the supply chain. ATA
is also sponsoring the Green Pavilion, where SmartWay will
exhibit, and encouraging other organizations that are focused
on improving the freight industry's overall environmental and
economic performance to locate in the Green Pavilion.
 For example, last year, ATA formally unveiled its environ-
 mental sustainability plan, Strategies for Reducing the
 Trucking Industry's Carbon Footprint, committing to six
 key actions to further lower carbon emissions from trucks.


 "Our projections show that our sustainability agenda
 could reduce the trucking industry's annual carbon emis-
 sions by more than 20 percent," said Vice President and
 Environmental Affairs Counsel Glen Kedzie.
"More and more companies understand that it just makes eco-
nomic and environmental sense to participate in SmartWay,
especially as more companies look for green ways to transport
their goods." said ATA Chairman Charles "Shorty" Whittington,
President of Grammer Industries in Grammer, Ind. "For the
past 5 years, SmartWay has helped our industry do its part to
conserve energy and help the environment and we want the
next 5 years to be even more successful and productive."

        INTERNATIONAL
         SmartWay  Goes to China
              As an extension of EPA's commitment to establish transportation-based sustainability programs abroad, Smart-
              Way is now participating with the Clean Air Initiative (CAI)-Asia Center on a World-Bank funded pilot project in
              Guangzhou, China. SmartWay staff will provide technical advice and expertise on the project, in conjunction
         with Cascade Sierra Solutions, an active SmartWay affiliate.
         The aim of the project is to retrofit a representative
         sampling of trucks from three local carrier fleets
         operating in the Guangdong Province, of which
         Guangzhou is the capital city. Guangdong is located
         in south China, and in recent years has become one
         of the country's most prosperous provinces, and a
         center of manufacturing and trade.
 Green Trucks Pilot Project
In a pilot project with the Clean Air Initiative (CAI)-Asia Center, EPA
SmartWay is providing technical expertise to identify and assess efficiency
improvements and emission reductions that can be achieved on trucks
operating in China's Guangdong Province, a major manufacturing and
trade center for the country.
         The trucks will be equipped with SmartWay-verified
         technologies, including advanced aerodynamics and
         improved tire systems. Training for the fleet opera-
         tors to learn fuel-saving driving techniques also will
         be provided as part of the pilot project. A report on the fuel savings and emissions reduction capabilities of the ap-
         plied technologies and driver strategies will be available at the end of the year.

         Based on the success of the CAI-Asia Center initiative, the retrofit technologies maybe used as the basis for developing
         a Green Truck program. CAI-Asia Center would like to demonstrate the effectiveness of its approach in advance of the
         Asian Games (a multi-sport event held every four years among athletes from all over Asia, that are widely attended),
         scheduled to be held in Guangzhou in November 2010.

         EPA is working to identify shippers to participate in the project and will encourage shippers to select these greener,
         more fuel-efficient carriers, providing the market incentive needed for continuous improvement, comparable to
         what EPA has accomplished through SmartWay in the US. EPA also is exploring the possibility of hosting a SmartWay
         workshop in or near Guangzhou so that other provinces and countries in region can learn more about how to imple-
         ment SmartWay-sister programs. SmartWay shippers with operations in China are encouraged to contact us with

         Europe, Australia Take Up SmartWay Model

         As government agencies and freight industry stakeholders in other parts of the world seek sustainability solutions in
         an economy that faces rising energy costs and increasing restraints on carbon emissions, SmartWay is serving as lead-
         ing example of a successful, market-based program that gets results.

         In Europe, ClimateTransAct, a project to harmonize existing public private transport programs and to develop a
         common European approach based on best practices, is creating a coalition to achieve its objectives. SmartWay is
         among the models it is considering to help create incentives for carriers and shipper to improve the energy and envi-
         ronmental performance of freight transport throughout the continent. Participants in the new coalition include
         public authorities and the industry represented by transport companies, shippers, European and national associations.

            Light  Duty Vehicle News
                        SmartWay Making Headway
                        in Consumer Car Market
     Recognized as a symbol of efficiency and environmental
     excellence in the freight industry, SmartWay is gaining a
     foothold in the consumer car market where car buyers
increasingly are eyeing fuel economy as a key factor in their
purchasing decisions. In recent months we've seen an uptick in
the numbers of queries we receive from individual consumers,
fleet owners, our partners and others who want to know how
SmartWay certified light duty cars and trucks can help them
save fuel, money and the environment.

Roughly twenty percent of all currently available light duty
cars and trucks qualify for the SmartWay certification mark
and on average these
vehicles will consume
between 5 and 10
percent less fuel and
emit fewer carbon
emissions than other
vehicles in their class
that don't qualify for
the mark. A smaller
number of vehicles
- less than 1 percent
- have earned the
SmartWay Elite label,
achieving efficiencies
of up to 40 miles per
gallon.
Discounts for Buying
the SmartWay

A growing number of banks
and credit unions are now
offering discounted loan
rates for customers choosing
to buy new or used Smart-
Way and SmartWay Elite
certified light duty cars and
trucks. A list of the financial
institutions offering APR dis-
counted loan rates is found at

To take advantage
of these benefits, a
growing number of employers- including some of our Smart-
Way partners - have stepped up to the plate to offer rebates,
cash allowances and other incentives to their employees mak-
ing new car purchases (see sidebar). Banks and credit unions
also are offering reduced interests for new SmartWay certified
light duty car and truck purchases.

Notably, all SmartWay vehicles meet the criteria for purchase
under the government's new "Cash for Clunkers" program
(www.cars.gov). Fora list of SmartWay and SmartWay Elite

Employers Offering SmartWay Benefits

A few examples of employers offering incentives to drive clean
and green by investing in a SmartWay car, include the follow-
ing:

Cleveland Clinic

At the beginning of the year, Cleveland Clinic launched a rebate
program available to all full time employees purchasing new or
used vehicles that qualify for the SmartWay Elite mark. Employ-
ees purchasing a new SmartWay Elite vehicle can receive a
$1000 rebate; employees that purchase a used SmartWay Elite
Vehicle can receive a $500 rebate. The program has been very
successful, with approximately half of the $25,000 rebate bud-
get claimed already.
Millipore Corporation,

Millipore Corporation, a leading provider of technologies,
tools and services for the life science industry and a SmartWay
shipper, administers an incentive program encouraging its
employees to purchase fuel-efficient hybrid vehicles. Vehicles
qualifying for the SmartWay Elite mark are among those that
can be purchased through the program. All full-time Milvli-
pore employees based in the U.S. are eligible to participate
in the program and will receive a monetary incentive in their
paycheck. Millipore has been offering this incentive to their
employees since last year.
                               Massachusetts Institute of Technology (MIT)

                               At MIT, employees who commute to work driving a SmartWay
                               Elite car are given a 20% discount off of their regular parking
                               permit. MIT has been offering its SmartWay discount for almost
                               a year now.

                             Bynum assumed respon-
                             sibility as Manager of the
                      SmartWay Transport Program,
                      taking over for Mitch Greenberg.
                      Cheryl will serve as Acting Group
                      Manager of EPA's SmartWay
Transport Group until EPA selects a permanent manager.

Cheryl is a familiar face on the SmartWay team, previously
leading the program's technology team, where she was
instrumental in developing specifications for the SmartWay
certified tractor and trailer; establishing test procedures
for verifying the efficacy of heavy duty tires, aerodynamic
equipment and idle reduction technologies; and creating
test protocols for evaluating heavy duty truck emissions.
Cheryl began her career in the shipping and freight industry
and brings with her a passion and commitment to moving
SmartWay and the industry forward.

Mitch is leaving the program, but plans to continue to work
on improving the efficiency and environmental performance
of trucks, trailers, and other vehicles in the private sector.
Mitch had been with SmartWay since its launch and played
a key role in growing the program from fewer than 100 part-
ners in 2004 to  over 2,000 partners today. Mitch will miss
his colleagues and the program, and urges us all to carry on
with our support and enthusiasm for achieving SmartWay's
goals.

                        In partnership with Enterprise Rent-A-Car, Smart [Car] Center
                        of Manhattan, MINI of Manhattan, Nissan of Manhattan, Volk-
                        swagen of America, Inc. and the New York City Department of
                        Parks and Recreation, SmartWay recently hosted a small, but
                        highly successful consumer-oriented auto show in New York
                        City's Union Square.

                        Enterprise Rent-A-Car, a SmartWay Affiliate, displayed several
                        SmartWay certified cars that are part of its growing fleet of
                        fuel-efficient vehicles, including the Chevrolet Aveo, Ford
                        Focus, Dodge Caliber, Toyota Prius and a Toyota Camry Hybrid.
                        Staff and representatives from EPA and each participating
                        organization were on hand to provide information and answer
                        questions about the SmartWay program and the vehicles on
                        display.

                        Volkswagen of America also showcased one of the company's
                        Jetta TDI Cup edition race cars demonstrating that drivers
                        don't necessarily have to sacrifice performance for a cleaner,
                        greener drive! The sunshine was bright, consumer interest
                        high, and media coverage significant, making for a successful
                        event.
