What Must Be Monitored for Each Supplier of Coal-Based Liquid Fuels?

   For facilities engaged in producing coal-based liquid fuels (coal-to-liquid
                      products), measure these parameters...
                                                                                 United States

      Annual volume or mass of each coal-to-
      liquid product (barrels (bbl) or metric tons)

      Annual volume or mass of each coal-to-
      liquid product that enters the facility to be
      further processed or otherwise used onsite
      (bbl or metric tons)
      Annual volume or mass of each type of
      biomass that enters the facility and is co-
      processed with fossil fuel-based feedstock
      to produce a product (bbl or metric tons)

      For products blended with biomass fuels,
      percent volume of each product that is fossil
      fuel-based (Calculation Method 1)

      Annual volume of each bulk NGL
      (bbl or metric tons)
                                                   Density of coal-to-liquid product, if
                                                   using Calculation Method 2
                                                   (metric tons per bbl)
                                                   Percent of total mass that carbon
                                                   represents in the coal-to-liquid product,
                                                   if using Calculation Method 2

                                                   Percent of total mass that each molecular
                                                   component in the each coal-to-liquid
                                                   product represents, if using Calculation
                                                   Method 2 and gas chromatography

                                                   For products blended with biomass fuels,
                                                   percent volume of each product that is
                                                   biomass-based (Calculation Method 2)
     For importers and exporters of coal-based liquid fuels, measure these
                                    parameters...
      Annual volume or mass of each product
      imported or exported (bbl or metric tons)

      Percent of total mass that carbon represents
      in the coal-to-liquid product, if using
      Calculation Method 2

      For products blended with biomass fuels,
      percent volume of each product that is
