United States Environmental Protection Agency State Incentives for Achieving Clean and Renewable Energy Development on Contaminated Lands The development of dean and renewable energy on formerly used land offers many economic and environmental benefits. Combining clean and renewable energy and contaminated land cleanup incentives can allow investors and communities to create economically viable clean and renewable energy redevelopme projects. This document provides information about incentives in your state that can be leveraged for clean and renewable energy and development of contaminated land. Incentives for Clean and Renewable Energy Funding (grants, loans, bonds, etc.) Alternative Power & Energy (APE) Grant Program www.bsu.edu/cecd/media/pdf/environmental-development.pdf Provides matching fund grants of up to $25,000 per project to nonprofit, public, and commercial entities to support the purchase and installation of alternative energy systems that offset fossil fuel usage and encourage public education. Incentive amounts vary depending on the size and cost of the energy system. The FY 2008-2009 application deadline expired September 19,2008. A new program solicitation is expected to be issued in July 2009, pending funding availability. Indiana Clean Energy Credit Program (CECP) www.in.gov/idem/4134.htm Awards "credits" to companies for voluntary renewable energy projects. One credit is awarded for each ton of nitrogen oxides (NOx) emissions prevented. Credits can be sold or traded on a national market and have been valued, in recent years, between $2,500 and $6,000. Several projects can be combined on a single application to equal one ton of NOx. Similarly, several organizations could form a group and apply based on their combined savings. Projects are eligible for allowances indefinitely; however, annual reapplication is required. Energy Project Feasibility Study (EPFS) Program www. in.gov/oed/23 76.htm Provides cost-share grants to public, nonprofit and business entities to conduct feasibility studies investigating potential renewable energy resources. Tax Incentives (abatements, deductions, credits, etc.) Renewable Energy Property Tax Exemption www.in.gov/oed/2379.htm Exempts solar, wind, and geothermal energy systems from property tax. Exemption is allowed each year that a qualifying system functions. Entire renewable energy systems and affiliated equipment, including equipment for storage and distribution, are exempt from property tax. Applications must go through county auditors before going to Environmental Management. Technical Assistance and Other Incentives Indiana Renewable Energy Association www.indianarenew.org/ Provides information on renewable energy issues at the Indiana General Assembly and in the State of Indiana. Indiana Coalition for Renewable Energy and Economic Development www.indianacleanpower. org/ Holds meetings, conducts legal and policy research, and performs outreach to stakeholders to support Indiana's growing renewable energy industry. Net Metering www.in.gov/iurc/ Offers net metering to residential customers and K-12 schools with solar, wind and hydroelectric generators with a maximum capacity of 10 kW. Utilities may limit the aggregate amount of net-metering (nameplate) capacity to 0.1 %of their most recent summer peak load. Eligible activities include Phase I and II Environmental Site Assessments, and lead paint and asbestos surveys. The maximum available award is $100,000 per applicant, per round; there are generally two rounds per year. Stipulated Remediation Grants (SRG) www.in.gov/ifa/brownfields/files/SRG_Guidelines.pdf Provides SRGs to political subdivisions to finance environmental remediation costs at eligible brownfield sites. Awards may not be used to remediate sites contaminated solely by petroleum. Maximum SRG award is $400,000 per applicant per round (generally two rounds per year). Petroleum Remediation Grants (PRG) www.in.gov/ifa/brownfields/files/PRG_Guidelines.pdf Provides PRGs to political subdivisions to assess and remediate petroleum contamination (or petroleum contaminants co-mingled with hazardous substances) at eligible brownfield sites. The Indiana Brownfields Program has dedicated $5,250,000 for this grant program ($750,000 per each of the seven regions in Indiana). Federal Matching Grants (FMG) www.in.gov/ifa/brownfields/files/FMG_Guidelines_FINAL090308.pdf Provides funding to political subdivisions and other qualifying federal grant recipients that receive an EPA Brownfields grant award. The amount of a FMG award is dependent upon the type and amount of the EPA grant. Low-Interest Loans (LIL) Incentive www.in.gov/ifa/brownfields/files/LIL_Guidelines.pdf Makes low-interest loans available to political subdivisions to acquire eligible brownfield sites and conduct environmental assessment, remediation and demolition activities. Maximum loan is based on available funds and determined on a case-by-case basis but in no instance will exceed 50% of funds available for loans. A loan may also be partially forgivable such that not more than 20% of the total loan amount may be in the form of a forgivable loan. Revolving Loan Fund (RLF) www.in.gov/ifa/brownfields/files/Guidance_for_RLF_lncentive.pdf Makes low- to zero-interest loans available to finance environmental cleanups and facilitate the redevelopment of brownfield sites. The program has $2.8 million in funds available. Limitations on Liability Voluntary Remediation Program - Covenant Not to Sue (CNTS) www.in.gov/idem/4127.htm Offers liability protection through a Certificate of Completion (COC) issued by the Indiana Department of Environmental Management (IDEM), followed by a CNTS from the Governor's office. The IN Brownfields Program offers Comfort and Site Status letters to address liability issues and to facilitate lending transactions and property reuse.
