The Superfund Program Implementation
Manual (SPIM) is a planning document that
defines program management priorities,
procedures, and practices for the Superfund
program. In addition, it details the process to
track overall program progress through
program targets and measures. Developed
on a biennial basis, this version of SPIM
provides guidance for FY 2006 and FY
2007.

The purpose of this memorandum is to
provide notice of changes that are being
made to the National Remedy Review Board
(NRRB) review threshold. Effective July 1,
2005, the NRRB will review proposed
cleanup plans for both National Priorities
List (NPL) and non-NPL Superfund sites
where costs for the preferred action are
estimated to exceed twenty-five million
dollars, which is a revision from the current
standard of thirty million dollars.

EPA receives adverse comments by May 18,
