Comments must be received by January 11, 2006. "Oil Pollution Prevention; Spill Prevention, Control, and Countermeasure Plan Requirements-Amendments; Proposed Rule" December 12, 2005 (70 FR 73524) EPA proposed to amend SPCC Plan requirements to reduce the regulatory burden for certain facilities. EPA proposed to provide an option that would allow facilities to self-certify their SPCC Plans, provide an alternative to the secondary containment requirement, define and provide an exemption for motive power containers, and exempt airport mobile refuelers from the specifically sized secondary containment requirements for bulk storage containers. In addition, the agency also proposed to remove and reserve certain requirements for animal fats and vegetable oils and proposed a separate extension of the compliance dates for farms. Comments must be received by February 10, 2006. NOTICES CERCLA "Supplemental Funding for Brownfields Revolving Loan Fund Grants" December 1, 2005 (70 FR 72114) EPA's Office of Brownfields Cleanup and Redevelopment announced that it will accept requests for Brownfields Revolving Loan Fund Grant (RLF) supplemental funding. RLF supplemental funding is made available several times a year, subject to funding availability. This notice provided guidance on eligibility for funding, use of funding, and the process for awarding funding. "Notice of the Revised Priority List of Hazardous Substances That Will Be the Subject of Toxicological Profiles" December 7, 2005 (70 FR 72840) EPA announced that the Agency, in conjunction with the Agency for Toxic Substances and Disease Registry (ATSDR), has developed and made available a revised CERCLA Priority List of 275 Hazardous Substances, based on the most recent information available. ------- Federal Registers December 2005 "Update on the Status of the Superfund Substance-Specific Applied Research Program" December 13, 2005 (70 FR 73749) EPA updated the status of ATSDR's Superfund-mandated Substance-Specific Applied Research Program (SSARP). The SSARP was established to identify and address data needs associated with priority hazardous substances frequently found at waste sites. "Agency Information Collection Activities; Submission to OMB for Review and Approval; Comment Request; EPA Worker Protection Standards for Hazardous Waste Operations and Emergency Response (Renewal), EPA ICR Number 1426.07, OMB Control Number 2050-0105" December 22, 2005 (70 FR 76047) EPA announced that the following Information Collection Request (ICR) has been forwarded to the Office of Management and Budget (OMB) for review and approval: "EPA Worker Protection Standards for Hazardous Waste Operations and Emergency Response (Renewal)," ICR Number 1426.07, OMB Control Number 2050-0105.
