This guidance document is intended to assist
EPA regional inspectors in implementing the
revised Spill Prevention, Control, and
Countermeasures (SPCC) rule, as well as,
helping to clarify the role of the inspector in
the review and evaluation of the
performance-based SPCC requirements. The
document is designed to establish a
consistent understanding among regional
EPA inspectors on how certain provisions of
the rule may be applied.

EPA proposed to extend the dates by
which facilities must prepare, amend, and
implement SPCC Plans. Comments must be
received by January 11, 2006.

EPA proposed to amend SPCC Plan
requirements to reduce the regulatory
burden for certain facilities. EPA proposed
to provide an option that would allow
facilities to self-certify their SPCC Plans,
provide an alternative to the secondary
containment requirement, define and
provide an exemption for motive power
containers, and exempt airport mobile
refuelers from the specifically sized
secondary containment requirements for
bulk storage containers. In addition, the
agency also proposed to remove and reserve
certain requirements for animal fats and
vegetable oils and proposed a separate
extension of the compliance dates for farms.
Comments must be received by February 10,
2006.

EPA's Office of Brownfields Cleanup and
Redevelopment announced that it will
accept requests for Brownfields Revolving
Loan Fund Grant (RLF) supplemental
funding. RLF supplemental funding is made
available several times a year, subject to
funding availability. This notice provided
guidance on eligibility for funding, use of
funding, and the process for awarding
funding.

EPA announced that the Agency, in
conjunction with the Agency for Toxic
Substances and Disease Registry (ATSDR),

CERCLA Priority List of 275 Hazardous
Substances, based on the most recent
information available.

EPA updated the status of ATSDR's
Superfund-mandated Substance-Specific
Applied Research Program (SSARP). The
SSARP was established to identify and
address data needs associated with priority
hazardous substances frequently found at
waste sites.

EPA announced the availability of a
Petition for Exemption from EPCRA and
CERCLA Reporting Requirements for
Ammonia from Poultry Operations that was
submitted to EPA on August 5, 2005, by the
National Chicken Council, National Turkey
Federation, and U.S. Poultry and Egg
Association. Comments must be received
by March 27, 2006.
