EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The Town of Newington was selected to receive a
brownfields assessment grant. Newington (population
29,834) is a 13.7-square-mile suburban community
located between New Britain and Hartford. Newington
was once home to manufacturing plants that supplied
parts to the large aerospace, tool, and other industries.
With the decline of some of the region's large indus-
tries, the town has lost significant segments of its
employment and tax bases. More than 2,000 jobs and
over $500,000 in tax revenues were lost with the
closing of a single plant in 1992. An additional 420 jobs
were lost with the closing of another of the city's large
employers in 1995. At the same time, this small town
has a dwindling supply of land available for redevelop-

EPA has selected the Town of Newington for a
brownfields assessment grant. Funds will be used
for community outreach; site selection; Phase I,
II, and III site assessments; and remedial action
planning, with the goal of developing a commu-
nity-wide inventory for the town and preparing at
least five sites for redevelopment.

in this fact sheet are subject to change.
ment. Assessment of the town's brownfields sites will
help identify areas that can be reused to increase the
supply of clean sites. The focus area is the industrial
corridor that extends along Newington's western
boundary between Hartford and New Britain. This
area has approximately 550 acres of land, the majority
of which is zoned for commercial and industrial use,
and which will be reused for a regional busway
development project. Expansion in this area is expected
to help create new employment opportunities and
increase investment in the Town of Newington.
