Pulaski County, AR
EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
Pulaski County was selected to receive a brownfields
revolving loan fund grant. Pulaski County has a
population of 365,442, and includes Little Rock, the
major metropolitan area in the county. Minorities
comprise 59 percent of the population of Pulaski
County, and 33.9 percent of residents live below the
poverty level. Within the federally designated Pulaski
County Empowerment Zone, 70 percent of the labor
force is African-American, with many families strug-
gling to be self-sufficient. Over 50 properties with
redevelopment potential have been identified in the
urban core of Little Rock and North Little Rock.
Brownfields redevelopment target areas include the
north shore of the Arkansas River, which lies within the

$3,000,000 for hazardous substances
EPA has selected Pulaski County for a
brownfields revolving loan fund grant. The grant
will be used to capitalize a revolving loan fund
from which Pulaski County will provide loans and
subgrants to support cleanup activities for sites
contaminated with hazardous substances. Funds
also will be used for community outreach activi-
ties. Coalition partners are the Cities of Little
Rock and North Little Rock.

downtown area of North Little Rock, but is currently
vacant and underutilized. A second target is the
Fourche Creek Restoration project area, a wetland
which acts as a natural sponge and is currently im-
pacted by non-point source pollution, domestic refuse,
runoff, and sewage, mining, and agricultural runoff.
Brownfields redevelopment will address public health
and environment issues, and support the economy in
areas that are currently distressed.
