EPA Brownfields  Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The Clark County Redevelopment Agency was
selected to receive a brownfields assessment grant.
Clark County (population 1,912,654) is experiencing
unparalleled growth in its outskirts. The three target
areas are challenged with blighted conditions. Ap-
proximately 72 percent of buildings in these areas are
significantly deteriorated. The median income for
residents in the target areas is 40 to 50 percent below
the median for Clark County as a whole, and the
unemployment rates range from 7.4 to 9.6 percent.
Assessment of brownfields will help the county
 Assessment Grant
 $200,000 for petroleum

 EPA has selected Clark County Redevelopment
 Agency for a brownfields assessment grant.
 Petroleum grant funds will be used to perform ten
 Phase I and up to five Phase II environmental site
 assessments on 166 acres of land in Clark
 County. Grant funds also will be used for com-
 munity outreach.
