EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.
Community Description
The Dorchester Bay Economic Development Corpora-
tion was selected to receive a brownfields cleanup
grant. Dorchester is an ethnically diverse community in
the Boston area. The youth population of Dorchester
has increased more than ten percent since 1990, and
the minority youth population has increased by 33

Development Corporation for a brownfields
cleanup grant. Hazardous substances grant funds
will be used to clean up a property at 195
Bowdoin Street in the Bowdoin-Geneva neighbor-
hood of Dorchester. The site was used as an
automotive salvage, repair, and sales facility for
almost 80 years. It is contaminated with co-
mingled petroleum hydrocarbons, polynuclear
aromatic hydrocarbons, and chlorinated solvents.
Grant funds also will be used for community
involvement activities.

cleaned up, it will be redeveloped as a new community
center. The community center will offer pre-school,
after-school, and youth development programs, as well
as adult programs and activities.
