  Grant Fact Sheet

       Gig Harbor, WA

EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Gig Harbor was selected to receive a
brownfields cleanup grant. Located on Puget Sound,
Gig Harbor (population 6,500) had an early industrial
history centered around lumber, boat building, and
commercial fishing. Today, poverty levels in the city
range from 12.9 to 21 percent. There are an estimated
243 brownfields sites in the city, many along the
waterfront and within its urban core. These sites pose
potential threats to human health and the environment,
and deter development. The targeted cleanup site,
which will provide unrestricted access to the water-
front, is part of a proposed city park that will honor the
town's boat building heritage while contributing to
economic development opportunities. Brownfields
reuse will help generate revenues through new tourist-
oriented businesses, provide opportunities for new retail
 Cleanup Grant
 $200,000 for hazardous substances
EPA has selected the City of Gig Harbor for a
brownfields cleanup grant. Grant funds will be
used to clean up the Eddon Boatyard Park at 3711
Harborview Drive. The site is contaminated with
 heavy metals, polynuclear aromatic hydrocarbons,
and PCBs. Contamination is from operations at an
adjacent boatyard between the 1940s and 1980s.
Funds also will be used to conduct cleanup
 planning and community involvement activities.
