EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The Town of Hillsborough was selected to receive a
brownfields cleanup grant. Hillsborough (population
5,402) is a small rural community in southwestern
New Hampshire. The town developed as a dense urban
village around the industrial sites built along the
Contoocook River in the 19th Century. The legacy of
the town's industrial history has left several underused
or abandoned properties in the downtown area. The
town's former textile mills and related facilities, which
once lined the river banks, continue to release con-
taminants even though the mill operations have long
since closed. More than 44 percent of residents have
low-to-moderate incomes. Cleanup of the Woods
Woolen Mill property will remove blight and the
significant health hazards associated with the  site. The

 $200,000 for hazardous substances
 EPA has selected the Town of Hillsborough for a
 brownfields cleanup grant. Grant funds will be
 used to clean up the 2.6-acre former Woods
 Woolen Mill property at 23-25 Mill Street.
 Contaminants of concern include heavy metals
 and polynuclear aromatic hydrocarbons. Funds
 also will be used to conduct community involve-
 ment activities.

town plans to create a park that will provide much-
needed access to the river and an existing rail trail.
The additional space will serve as a hub for recre-
ational activity in the heart of downtown and spur
economic development.
