5 o T> Brownfields 2007 Grant Fact Sheet Kitsap County Consolidated Housing Authority, WA EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Addi- tionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Kitsap County Consolidated Housing Authority was selected to receive a cleanup grant. Kitsap County (population 260,000) is located south of Seattle across Puget Sound. The targeted former Port Orchard Fire Department is located in the City of Port Orchard (population 8,060). An average of 18 percent of Port Orchard residents live below the poverty level. In the areas around the site, the average is greater than 35 Cleanup Grant $173,104 for hazardous substances EPA has selected the Kitsap County Consolidated Housing Authority for a brownfields cleanup grant. Grant funds will be used to clean up the former Port Orchard Fire Department site at 920 Mitchell Avenue. The site is contaminated with metals and co-mingled petroleum products. The site has been used for storage of street mainte- nance equipment and supplies and as a fire depart- ment garage. After the site is cleaned up, the Housing Authority plans to build a 42- unit housing complex on the property for low-income seniors. The planned housing complex will provide affordable housing options for an aging population, enhance public access to transportation, and spur revitalization efforts in the affected community.
