EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The Tacoma-Pierce County Health Department was
selected to receive a brownfields assessment grant.
The target community is Tacoma's wellhead protection
zone, located in the City of Tacoma and parts of Pierce
County (population 745,411). This area has a high
concentration of former gas station sites that pose a
threat to the public water supply. The area is home to
about 32 percent of the county's population, and 41
percent of its minority residents. The poverty rate in
the target area is about 15 percent. There is no tank

EPA has selected the Tacoma-Pierce County
Health Department for a brownfields assessment
grant. Petroleum grant funds will be used to
perform five to ten Phase I and II environmental
site assessments at former gas stations, and to
support community outreach activities.

ated. Therefore, activities described in this fact
sheet are subject to change.
removal or site cleanup documentation for most of the
former gas station sites in the target area. The health
and environmental risks posed by these sites are
unknown. Potential contamination also makes the sites
unattractive for redevelopment. Brownfields assess-
ment will assist the health department to reduce
environmental uncertainties at these former gas
stations, promote green construction and energy
efficiency, and encourage redevelopment of underused
commercial properties.
