EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding  support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The Tulare Redevelopment Agency was selected to
receive a brownfields cleanup grant. Located in the
Central San Joaquin Valley, Tulare's (population
52,000) economy is driven by the agriculture industry.
One-third of city residents are employed in farm or
agricultural services. Nearly 21 percent of residents
live below the poverty level, and only 8.2 percent of
the adult population has a college degree or higher, as
compared to 26.6 percent for the state. Tulare identi-
fied nine sites covering more than 100 acres with
known or suspected contamination. Cleanup of the

 $200,000 for hazardous substances
 EPA has selected the Tulare Redevelopment
 Agency for a brownfields cleanup grant. Grant
 funds will be used to clean up the 5.18-acre
 Imperial Anchor Pallet property, once part of
 4266 South K Street. The site was used for the
 storage, repair and recycling of pallets.  Following
 a fire in 1985, more than 600 55-gallon drums
 used for the storage and dumping of hazardous
 waste were discovered at the site. Chemicals of
 concern include volatile and semi-volatile organic
 compounds and polynuclear aromatic hydrocar-
 bons. Funds also will be used to conduct commu-
 nity outreach activities.

Imperial Anchor Pallet parcel will remove the health
and safety risks associated with the site and make it
available for redevelopment. Reuse of the site will
create much-needed employment opportunities and
increase city revenues.
