EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.  On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The Seattle Housing Authority was selected to receive
a brownfields cleanup grant. The former NuWay
Cleaners site is the focus of this grant. The site is
situated in a key location along the 12th Avenue
Corridor in the heart of Seattle (population 563,374).
Contaminants from the site are migrating toward an
adjacent property that also requires cleanup. The
median household income of residents in the surround-
ing area is less than half the city median. Thirty-one
percent of neighborhood families live below the poverty
level, and more than 46 percent of residents are
minorities. Spurred by neighborhood residents, the city
has developed a revitalization plan that envisions the
 Cleanup Grant
 $200,000 for hazardous substances
 EPA has selected the Seattle Housing Authority
 for a brownfields cleanup grant. Grant funds will
 be used to clean up the former NuWay Cleaners
 site atl!3-117S. 12th Avenue.  Soil and ground-
 water at the site are contaminated with
 tetrachloroethene. Funds will be used to clean up
 contaminated soil, remove underground storage
 tanks, and monitor groundwater. The Authority
 plans to coordinate this project with cleanup of an
 adjacent site.

corridor as a pedestrian-oriented, mixed-use boulevard.
Once the NuWay Cleaners site is cleaned up, the
Authority plans to use the property for a building that
will include retail space and about 100 units of afford-
able housing. Redevelopment will help address the
area's growing housing needs. The Authority expects
this project to generate over 50 permanent jobs for
local residents.
