EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W.  Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The Connecticut Department of Economic and Com-
munity Development was selected to receive two
brownfields assessment grants. Connecticut (popula-
tion 3,405,565) is one of the oldest industrial states in
the country, and has a manufacturing history that pre-
dates the birth of this nation. This history has left a

 EPA has selected the Connecticut Department of
 Economic and Community Development for two
 brownfields assessment grants. Hazardous sub-
 stances grant funds will be used to prepare up to
 10 Phase I and II environmental site assessments
 at targeted sites located in the state's federally
 designated Enterprise and Empowerment Zones,
 distressed communities, and state-designated
 priority funding areas. Petroleum grant funds will
 be used to perform the same tasks at sites with
 potential petroleum contamination.

significant legacy of abandoned and underutilized
industrial sites, predominantly in urban communities.
Many of these urban communities are located in
distressed municipalities that do not have their own
staff, capacity, or funding to manage a brownfields
program. Therefore, the state must take responsibility

on their behalf. Furthermore, these distressed munici-
palities contain nearly 69 percent of the state's
brownfields. Assessment of sites in targeted communi-
ties will help to identify imminent health threats and is
expected to spur investment in the cleanup and rede-
velopment of these sites.
