EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state  and tribal response programs through
a separate mechanism.

Community Description

North Side Industrial Development Co. (NSIDC) was
selected to receive two brownfields assessment grants.
Located near Pittsburgh in southwestern Pennsylvania,
NSIDC is focusing its brownfields efforts on the
Boroughs of McKees Rocks, Coraopolis, Carnegie,
and Bridgeville and Stowe Township (combined
population 33,189), communities within the Chartiers
Creek watershed. Rail and steel-related industries,
which grew rapidly along major rivers in the early
1900s, were affected by major flooding in 1936.
Additional flooding and disinvestment since then have
contributed to a 35 percent loss in population in the five
municipalities. Unemployment in these communities is

 EPA has selected the North Side Industrial Devel-
 opment Co. for two brownfields assessment
 grants. Hazardous substances grant funds will be
 used to develop a brownfields inventory and
 perform five Phase I and three Phase II environ-
 mental site assessments. Grant funds also will be
 used to support community outreach activities.
 Petroleum grant funds will be used to conduct the
 same tasks at sites with potential petroleum
 contamination.

nearly double the rates of surrounding areas. These
older industrial suburbs have one of the best highway
transportation systems in the region. Nevertheless, they
have difficulties attracting private investment because
of the large number of brownfields, especially in the
riverfront area. Assessments are expected to encour-
age the transformation of these properties into commu-
nity assets by motivating property owners to expedite
redevelopment.
