Hydrogen Production Monitoring Checklist
Final Rule: Mandatory Reporting of Greenhouse Gases
United States

Agency
What Must Be Monitored for Each Hydrogen Production Unit?
If NOT using a CEMS, measure these parameters on a monthly basis
(unless otherwise noted)...
Volume of gaseous fuel and feedstock
used (standard cubic feet [scfj)
Carbon content of solid fuel and
feedstock (kg C per kg of feedstock)
Carbon content of gaseous fuel and
feedstock (kilograms [kg] C per kg of
fuel and feedstock)(annually for
hydrocarbons, weekly for non-
hydrocarbons)
Molecular weight of gaseous fuel and
feedstock (kg/kg-mole)(annually for
hydrocarbons, weekly for non-
hydrocarbons)
Volume of liquid fuel and feedstock
used (gallons)
Quarterly quantity of carbon dioxide
collected and transferred off site in either
gas, liquid, or solid forms (kg)
Annual quantity of carbon other than
carbon dioxide collected and transferred
off site in either gas, liquid, or solid
forms (kg)
Annual quantity of hydrogen produced
(metric tons)
Carbon content of liquid fuel and
feedstock (kg C per gallon)
Annual quantity of ammonia produced, if
applicable (metric tons)
Mass of solid fuel and feedstock used
(kg)
If using a CEMS:
In addition to the monitoring requirements under 40 CFR subpart C for the
Tier 4 Calculation Methodology, measure these parameters...
Annual quantity of hydrogen produced
(metric tons)
Annual quantity of ammonia produced, if
applicable (metric tons)
