State  Incentives for Achieving Clean and
Renewable Energy Development on Contaminated Lands
The development of clean and renewable energy on formerly used land offers many economic and environmental benefits. Combining clean and renewable energy and
contaminated land cleanup incentives can allow investors and communities to create economically viable clean and renewable energy redevelopment projects. This
document provides information about incentives in your state that can be leveraged for clean and renewable energy and development of contaminated land.

Tennessee Clean Energy Technology Grant

Provides businesses $5,000 to $75,000 to install renewable energy
systems at their facilities. To qualify, the facility where the system will
be installed must undergo an energy audit. The grant amounts are 40%
of the installed cost for solar photovoltaic (PV) systems, wind, solar
water heating, hydrogen fuel cells, and solar hybrid lighting.

Tennessee Valley Authority (TVA) - Green Power Switch
Generation

Offers production-based incentives for solar PV and wind projects to
large commercial customers. Under the large commercial contract, TVA
will purchase the output at $0.20/kWh.

Tax Incentives	
Wind Energy Systems Exemption

Provides that wind energy systems operated by public utilities,
businesses, or industrial facilities shall not be taxed at more than one-
third of their total installed cost. This law applies to the initial appraisal
and subsequent appraisals of wind energy systems.

                    Incentives  for Development of Contaminated  Land

Waste Tire Cleanup Program

Assists local governments in the cleanup of un-permitted waste tire
sites. There is no match required by this grant. The number of grants
will be limited by the availability of funds in each grant cycle based on
the cost of the cleanups. Each year up to $500,000 may be set aside.
Eligibility for this grant is determined by priority as established by the
nine Environmental Field Offices. Each grant cycle, two sites from each
field office are invited to compete for funds to assist in the cleanup of
these un-permitted waste tire sites.

Program—Innocent Party Agreements

Provides a mechanism for parties to voluntarily address investigation
and any necessary cleanup of a property to return  it to productive use.
Upon completion, participants can receive a No  Further Action letter
and a release of liability under all environmental statutes for areas
where investigation and cleanup is conducted.
