United States Environmental Protection Agency State Incentives for Achieving Clean and Renewable Energy Development on Contaminated Lands The development of clean and renewable energy on formerly used land offers many economic and environmental benefits. Combining clean and renewable energy and contaminated land cleanup incentives can allow investors and communities to create economically viable clean and renewable energy redevelopment projects. This document provides information about incentives in your state that can be leveraged for clean and renewable energy and development of contaminated land. Incentives for Clean and Renewable Energy Funding (grants, loans, bonds, etc.) Portfolio Energy Credits http://pucweb1.state.nv. us/PUCN/PUCHome. aspx Allows renewable energy generators to sell Portfolio Energy Credits (PEC) to the state's utilities. One PEC is equal to one kWh of electricity generated, though photovoltaic projects generate 2.4 PECs for each kWh generated. Tax Incentives (abatements, deductions, credits, etc.) Property Tax Abatements for Renewable Energy www.expand2nevada.com/lncentives/assets/08renewableenergy.pdf Provides partial abatement of real and personal property taxes for businesses that produce electricity from renewable sources, including biomass, solar energy, or wind. Renewable Energy Systems Property Tax Exemption www.energy.state.nv.us/renewable/incentives.htm Exempts qualifying renewable energy projects from 100% of the property tax on the value added by the energy system. Eligible technologies include: solar, wind, geothermal, solid waste, and hydroelectric systems. The exemption applies for all years, once the project is installed. Net Metering http://pucweb1.state.nv. us/PUCN/PUCHome. aspx Allows net metering for customers up to 1 MW, though systems generating more than 100 kW may incur separate fees. Excess generation is credited to the following month. The fund has $3,900,000 available and provides an average reimbursement of $101,800. Revolving Loan Fund www. ndep. nv. gov/BCA/brownJoan. htm Assists property owners and developers with costs incurred during cleanup of sites with environmental contamination. The fund has $2,000,000 available for loans, which are offered at below-market rates with flexible repayment options. Limitations on Liability Nevada Brownfields Program, Voluntary Cleanup Program (VCP) www.ndep.nv.gov/BCA/vcpfctsht.pdf Provides limitations on liability for property owners who undertake cleanup activities, with oversight from the NDEP. The limitations on liability can extend to current owners, prospective purchasers, financial entities, or government entities that have received a parcel through default.
