EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The New Jersey Meadowlands Commission was
selected to receive a brownfields assessment grant.
The 30.4-square-mile Hackensack Meadowlands
District encompasses portions of 14 municipalities in
Bergen and Hudson Counties. The total population of
the Meadowlands communities is approximately
448,600, with 10,700 residing within the District's
boundaries. A full third of the total population is immi-
grant, and 46.1 percent of the residents report their
race as other than white. Over 11 percent of the
residents live below the poverty line. The Commission

                      EPA has selected the New Jersey Meadowlands
                      Commission for a brownfields assessment grant.
                      Hazardous substances grant funds will be used to
                      identify community-wide clusters of adjacent
                      brownfields sites for assessment and to conduct
                      community outreach. Funds also will be used to
                      collect environmental information on the target
                      areas, using a geographic information system and
                      other mapping techniques.

                      The cooperative agreement for this grant has not
                      yet been negotiated; therefore, activities described
                      in this fact sheet are subject to change.
                   has identified approximately 2,900 acres that are in
                   need of redevelopment. Its redevelopment strategy is
                   to remediate contaminated sites to steer development
                   away from greenfields and sensitive wetlands. The
                   New Jersey Turnpike, a major commerce corridor,
                   runs through the District and could be used as a
                   prime drawing card for business development,
                   providing jobs for urban workforces.
