Grant Fact Sheet
Passaic County, NJ
EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,

Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

assessment grant. The county's population of 489,000

the county, such as Passaic and Paterson, present
pockets of poverty. Over 22 percent of their citizens
live below the poverty line, and approximately 12
percent are unemployed. There are a number of areas
in the county that were historically centers of industrial
activity that are now greatly diminished. Passaic
County has over 700 sites on the state's known
contaminated site list. While they occur throughout the
county, they predominate the older urban areas of
