EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The City of New York was selected to receive a
brownfields assessment grant. With a population of
over eight million, New York is the largest city in the
United States. Covering 321 square miles, it is an
extremely densely populated area, and also a federally
designated Empowerment Zone. More than 21 percent
of city residents live in poverty, 65 percent of the
population are minorities, and most of the low-income
areas in the city are also minority communities.
Brownfields sites to be assessed are likely to be
located in the low-income and industrial areas of the
city with little open space and high rates of asthma and
blood lead levels among children. The city's portfolio
of developable land is dwindling, and potential

used to conduct community outreach activities
and perform Phase I and II site assessments,
primarily in the low-income and industrial areas
around the city.

in this fact sheet are subject to change.
brownfields sites are nearly all that is left to meet the
growing demand for land. Brownfields redevelop-
ment will provide new residential, commercial,
industrial, and recreational opportunities. It also will
create jobs and allow business expansion.
