EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The North Las Vegas Redevelopment Agency was
selected to receive a brownfields assessment grant.
The City of North Las Vegas (population 115,489) is
located in Clark County, Nevada. Between 1983 and
2000 the city grew 148 percent. This rapid growth has
presented challenges for the city and requires
underutilized properties to be returned to productive
use as quickly as possible. Two target areas, with a
total of nearly 700 acres, have been identified for
redevelopment: the Downtown Redevelopment Area
and the North Redevelopment Area. Approximately 80
percent of the residents in both areas are Latino.
Assessment Grant
$200,000 for petroleum
EPA has selected the North Las Vegas Redevel-
opment Agency for a brownfields assessment
grant. Grant funds will be used to inventory and
prioritize sites, conduct Phase I and II environ-
mental site assessments, and develop cleanup
plans for sites in the two redevelopment areas
within the city limits. Funds also will be used to
conduct community outreach.

The cooperative agreement for this grant has not
yet been negotiated; therefore, activities described
in this fact sheet are subject to change.
Nearly 36 percent of adult downtown area residents
and 28 percent of north area residents have no more
than an elementary school education. The downtown
area is a mix of commercial, residential, and light
manufacturing properties. The deteriorated conditions
of the commercial spaces and the housing stock, and
the faulty land subdivision patterns, have discouraged
private investment. Assessment of the brownfields
properties will help the city advance the redevelopment
process to rehabilitate properties, build better homes,
create jobs, and stimulate business and development in
the two target areas.
