Stage 1 Disinfectants & United States Environmenta, Protection Training by Satellite Broadcast May 18th, 2004 The Environmental Protection Agency will conduct a training of the Stage 1 Disinfectants and Disinfec- tion Byproduct Rule (Stage 1 DBPR) transmitted by satellite broadcasts to designated downlink sites throughout the nation. The broadcast will take place on May 18th, 2004, from ll:00am - 5:00pm EOT. This broadcast has been developed for state, tribal, and local water utility personnel and technical assistance providers who are active in the drinking water program. The training is directed at systems that needed to comply with the Stage 1 DBPR beginning on January 1, 2004. This includes surface water systems serving less than 10,000 people, ground water systems under the direct influence of surface water serving less than 10,000 people, and all ground water systems. Some systems that use surface water and serve 10,000 people or more may find the training informative. The training session will review the requirements of the Stage 1 DBPR for systems that use chlorine or chloramines in any part of the drinking water treatment process and will review the require- ments for disinfection byproduct precursors (DBPPs) that apply to systems using conventional filtra- tion or softening systems. The training session will be followed by an expert panel discussion. Panelists will discuss questions submitted by the audience at the downlink sites. Participants will be encouraged to share their ques- tions or experiences so that we can all learn together. Overview of the Training Session The training session will give a quick overview of how to comply with the chlorine, chloramines, Total Trihalomethanes (TTHM), and Haloacetic Acids (HAA5) requirements of the Stage 1 DBPR. The training session will also include a discussion of the requirements for DBPPs. The training will cover: 1. The rule and the reasons for it. 2. Monitoring plans. 3. Reporting requirements. 4. Relevant simultaneous compliance issues. 5. Compliance with the disinfection byproduct precursor Step 1 TOC removal requirements. 6. Compliance through alternative compliance criteria. The training will not cover: 1. Step 2 TOC removal requirements. 2. Requirements of the Stage 1 DBPR relating to the use of ozone. 3. Requirements of the Stage 1 DBPR relating to the use of chlorine dioxide. There will be a 30 minute break for lunch. It is recommended that you bring a lunch.
