Workshop Presented
The Drinking Water Academy continues to
expand the curriculum of courses it
offers to Federal and State drinking
water professionals and drinking water training
providers. The courses range from introductory-
level courses to familiarize new employees with
various aspects of Safe Drinking Water Act
programs, to courses focused on specific regula-
tions, to technical courses for field staff. In
addition, several technical guides can be obtained
through the DWA. Course deliveries may be
arranged by contacting your Regional Drinking
Water Academy work group representative listed
in this Bulletin. Below is a list of the DWA's
course offerings. Please keep in mind that the
courses can be combined and tailored to suit your

The DWA Delivers Training in Puerto Rico
The DWA presented two courses, Introduc-
tion to the Public Water System Supervi-
sion (PWSS) Program and Introduction
to EPA 's Drinking Water Source Protection
Programs, in Puerto Rico, on April 17-19, 2001.
The translated courses were presented in Spanish
to a group of about 50 participants, representing
several government offices.
The training was coordinated by Graciela
Ramirez-Toro, Ph.D., Director of the Center for
Environmental Education Conservation and
Interpretation at the Interamerican University of
Puerto Rico. Dr. Ramirez taught the courses with
Jorge Martinez of the EPA Region 2 Caribbean
Field Office in Puerto Rico. Norma Ortega, from
EPA Region 2 in New York, and Mario Salazar,
from EPA's Office of Ground Water and Drink-
ing Water, assisted with the instruction.
The instructors supplemented the lectures with
exercises and a field trip to reinforce the concepts
taught in the classroom. The source water
module included an exercise that involved
delineation of a source water protection area and
determination of potential risk. The PWSS
module included a hands-on exercise that
demonstrated the different steps in collection,
sedimentation, flocculent addition, filtration, and
disinfection.
The field trip included visits to six water
treatment plants. One system is owned and
operated by the Puerto Rican Sewer Authority

(PRASA) and treats approximately 1 million
gallons of surface water per day for the munici-
pality of Naranjito. The other systems are owned
and operated by small local jurisdictions. They
ranged from one that served a couple of dozen
people to one that serves about 200 families. Five
of the systems totally depend on ground water.
Students rated the course highly in their
evaluations and the DWA looks forward to other
opportunities to deliver these courses in Spanish.

DWA Develops New Risk Communication Course
The 1996 SDWA Amendments placed
increased emphasis on more and better
communication with the public: prepar-
ing Consumer Confidence Reports; making
source water assessments available to the public;
providing public notification of drinking water
violations; and providing better public informa-
tion on health effects as part of rulemaking
activities. Effective risk communication is
essential to these efforts.
The DWA is developing a two-day training
workshop on risk communication. The primary
audience will be State regulatory staff and local
health officials. The course will explain how to
develop a risk communication program and will
provide techniques for communicating risk in
situations specific to the SDWA program. It will
discuss communicating uncertainties in scientific
risk assessment and will discuss effective
communication with culturally and socially
diverse communities. The course also will use
group exercises to reinforce risk communication
tools and techniques.
The Risk Communication course will be
piloted in Washington, DC, during the summer.
Four presentations are planned for late summer
or early fall in EPA Regions 3 and 10. For more

Video Covers Sampling and Monitoring During a Sanitary Survey
Sanitary surveys have been a critical
component of State drinking water
programs for decades. They are used to
prevent and correct sanitary deficiencies and are
indispensable for ensuring the delivery of safe
water on a sustainable basis. The Safe Drinking
Water Act requires them for all surface water
systems and systems using ground water under
the direct influence of
surface water. The ground
water rule proposes to Drinking
extend this requirement to
ground water systems. Contact

resources to help States and
sanitary surveyors. Among
them is a set of seven videos.
The most recent video,
Before You Begin. . .
Sampling and Monitoring,
has just been released. In
this video, two inspectors
trade tips while inspecting
the sampling and monitoring
of a very small water system.
Some of the key issues are
proper equipment and
procedures, sampling
locations and the coliform
sampling plan, sampling
analysis, and in-house
monitoring. The first six
videos cover the following
topics: wells, cross-connec-
tions, storage, hypochlor-
ination, gas chlorination,
and distribution systems.
The videos can be ordered individually or as a
set from the National Environmental Training

Electronic Workshop for Downloading Training Modules Expands Its
Offerings
The DWA's Electronic Workshop provides training course
materials on the Internet (www.epa.gov/safewater/dwa/
elec-tronic.html). These materials, in PowerPoint® or PDF
format, can be viewed online or downloaded for use at the reader's
convenience.
The Electronic Workshop has expanded its regulatory offerings.
In addition to full training courses on final rules, the Electronic
Workshop now provides links to regulatory development pages for
rules that are not yet final. It also offers short presentations made
by EPA staff at a variety of venues. These may be useful, for
example, when State or EPA Regional staff need to prepare a
briefing or training presentation. As with the other materials in the
Electronic Workshop, these presentations are in Power-Point® or

DWA Presents a Training Delivery Skills Workshop
The Drinking Water Academy often has technical experts
from EPA, States, third-party technical assistance
providers, and others conduct training. While their
subject matter knowledge is exceptional, their training skills
sometimes could be more polished. To address this need, the
Drinking Water Academy sponsored a two-day training workshop
on training delivery skills on April 18-19, 2001.
The workshop focused on instructional delivery using profes-
sional instructor methodology. It provided information on training
development, learning styles, instructional strategies, instructional
media, and instructional techniques. The training also provided
opportunities for those attending to exchange instructional
experiences and gain additional knowledge and skills that will
lead to effective instructional delivery.
At the completion of the course, participants were enthusiastic in
their praise of the instructor and the techniques they learned, and
several people recommended that additional classes be set up to
encourage other presenters, trainers, and other public speakers to
