EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.  On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The Town of Bellingham was selected to receive a
brownfields cleanup grant. Bellingham (population
15,314) is a moderately sized residential community 30
miles southwest of Boston. The town evolved from an
agricultural village, to a small rural town, to a suburb
without becoming a center of economic activity.
However, this situation is changing. Bellingham is
experiencing a dramatic influx of commerce and
industry. The former Caryville Mill site, first developed
in 1735, was used fortextile milling, light industry, and
commercial operations until it was abandoned in 1999.
Cleanup of the site will remove a blighted, underused,
and contaminated property from the surrounding
residential, historic neighborhood. The town has
re zoned the property to allow for the development of
100 units of senior housing to accommodate its aging

 $200,000 for hazardous substances
 EPA has selected the Town of Bellingham for a
 brownfields cleanup grant. Hazardous substances
 grant funds will be used to clean up the 22-acre
 former Caryville Mill site located at 23 and 26
 Pearl Street. Assessments indicate the presence
 of pesticides and polycyclic aromatic hydrocar-
 bons in the site's soil. Grant funds also will be
 used to support community outreach activities.

create numerous skilled construction jobs, and incorpo-
rate wetlands and open space preservation on the
property.
