EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The City of Stamford was selected to receive a
brownfields assessment grant. Located in southwest-
ern Connecticut, Stamford (population 120,045) is a
major financial center and home to the corporate
headquarters of several Fortune 500 companies. Most
of the city's downtown office buildings, affluent
retailers and residences are located north of Interstate
95. Many of the city's low-income families reside to
the south alongside vacant and neglected factories,
utility plants, and other brownfields that are the legacy
of Stamford's manufacturing past. The city's
brownfields assessment project targets a fast-growing
area along the Myrtle Avenue/East Main Street
corridor in Stamford's "East Side" neighborhood, where
39 percent of residents are minorities and the median
income is 10 percent lower than Stamford as a whole.
Assessment Grant
$159,500 for hazardous substances
EPA has selected the City of Stamford for a
brownfields assessment grant. Hazardous sub-
stances grant funds will be used to perform Phase
I and Phase II environmental site assessments on
an estimated five parcels along the Myrtle
Avenue/East Main Street corridor. Funds also will
be used for community outreach.

ated. Therefore, activities described in this fact
sheet are subject to change.
The assessment of brownfields in the Myrtle Avenue/
East Main Street corridor will help leverage funding for
the economic redevelopment of the area. The planned
Stamford Urban Transitway will replace congested
local roads with bicycle lanes, streetscapes, and
pedestrian walkways.
