EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law,  EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The Treasure Coast Regional Planning Council was
selected to receive two brownfields assessment grants.
The Treasure Coast Region (total population
1,777,041) encompasses the Indian River, Martin,
Palm Beach, and St. Lucie Counties of Florida. Most
of the region's approximately 1,300 potentially con-
taminated brownfields are in low-income areas with
high rates of unemployment and poverty. These
neighborhoods are typically the areas being targeted
for redevelopment in the four-county region. In some
of these neighborhoods, the poverty rates exceed 35

 EPA has selected the Treasure Coast Regional
 Planning Council for two brownfields assessment
 grants. Hazardous substances grant funds will be
 used to conduct community involvement activi-
 ties, and perform 12 Phase I and six Phase II
 environmental site assessments in the targeted
 redevelopment areas of the Treasure Coast
 Region. Petroleum grant funds will be used to
 perform the same tasks at sites with potential
 petroleum contamination.

$10,000. Assessment of the region's brownfields will
provide the catalyst for economic investment and
redevelopment in divested neighborhoods. A priority
for site reuse in these neighborhoods is parks and
greenway projects.
