5 o T> Brownfields 2007 Grant Fact Sheet West Haven, CT EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Addi- tionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The City of West Haven was selected to receive two brownfields assessment grants and a brownfields cleanup grant. Located in New Haven County about 58 miles east of New York City, West Haven (popula- tion 52,360) is a federally designated Empowerment Zone. In the mid-1970s, Armstrong Rubber closed its doors and left behind more than a million square feet of vacant building space. Additional industrial closings represent the loss of thousands of well-paying jobs and tax revenues, and an aging and potentially contami- nated inventory of real estate. Over the past decade, the number of West Haven children living in poverty has more than doubled, and the number of households headed by single mothers has more than tripled. Assessment of brownfields will help the city protect public health and the environment and remove a barrier Assessment Grants $200,000 for hazardous substances $200,000 for petroleum EPA has selected the City of West Haven for two brownfields assessment grants. Hazardous substances grant funds will be used to inventory and prioritize sites, conduct Phase I and II environmental site assessments, and support community outreach activities. Petroleum grant funds will be used to perform the same tasks at sites with potential petroleum contamination, Cleanup Grant $200,000 for petroleum EPA has selected the City of West Haven for a brownfields cleanup grant. Grant funds will be used to clean up the former EEC Terminal at 101- 105 Water Street. From the early 1900s to 1995, the property was used primarily for bulk storage and distribution of fuel oil and refined petroleum products. Funds will be used for removal and disposal of contaminated soil, project oversight and monitoring, and support of community out- reach activities.
