    PROJECT BACKGROUND:

    In July 2003, the City of Emeryville provided $1,175,000 in EPA Brownfields Revolving Loan Funds to Green City LLC to assist with
    cleanup costs associated with the Green City Lofts property. Between approximately 1923 and 1991, the property was used for paint
    manufacturing, and it was also used as a warehouse between approximately 1991 and 2000. Due to the former on-site paint factory, the
    soil was contaminated with petroleum hydrocarbons. The property's ground water was also contaminated with petroleum
    hydrocarbons due to a neighboring paint factory.
                                                    KEY ACCOMPLISHMENTS:

                                                    •   Recycled 94.7 percent of building demolition debris.

                                                    •   Up to 25 percent of the concrete foundation's cement is fly ash, a recycled
                                                       material from coal power plant smokestacks that improves concrete quality.

                                                    •   All units have access to natural lighting and cross-ventilation of bay breezes,
                                                       and nearly one-third have windows on three sides, reducing heating and
                                                       cooling costs.

                                                    •   Leveraged $200,000 and 20 jobs for cleanup as well as $ 19 million for
                                                       redevelopment activities.

                                                    •   Proclaimed the greenest multifamily development in the city by Oakland
                                                       Mayor Jerry Brown.

    OUTCOME:
    The project involved the deconstruction of the 80-year-old abandoned paint factory building and a warehouse. Cleanup included soil
    remediation and was completed in December 2004. Construction then began on the new Green City Lofts, which includes an
    underground parking garage and 62 residential units in five buildings. The property straddles the Emeryville-Oakland border, with 3 I
    units in each city. The project followed the U.S. Green Building Council's Leadership in Energy and Environmental Design standards,
    using recycled building materials and local/regional materials. The project also used energy and water efficient technologies, such as
    collecting water runoff for use in landscape irrigation and providing wiring in the parking garage to accommodate electric motor
    vehicles. Green City Lofts included six affordable housing units.
