United States Environmental Protection Agency State Incentives for Achieving Clean and Renewable Energy Development on Contaminated Lands The development of clean and renewable energy on formerly used land offers many economic and environmental benefits. Combining clean and renewable energy and contaminated land cleanup incentives can allow investors and communities to create economically viable clean and renewable energy redevelopment projects. This document provides information about incentives in your state that can be leveraged for clean and renewable energy and development of contaminated land. Incentives for Clean and Renewable Energy Funding (grants, loans, bonds, etc.) Arkansas Alternative Fuels Development (Grant) Program http://aad.arkansas.gov/Topics.htm Provides alternative fuel producers with up to $0.20 per gallon of alternative fuels produced which is not to exceed $2 million for any one alternative fuels producer in a given fiscal year. Alternative fuel distributors can also receive $50,000 to assist with the distribution and storage of alternative fuels or alternative fuels mixture at distribution facilities that are located and operated in Arkansas. Funding is available through July 1, 2009. As defined for the purposes of these grants, an "Alternative Fuel Producer" is an entity that holds controlling interest in more than one alternative fuels production facility. Net Metering http://arkansasrenewableenergy.org/ Offers net metering for residential renewable-energy systems up to 25 kW in capacity and non-residential systems up to 300 kW in capacity. Eligible technologies include solar, wind, hydroelectric, geothermal, and biomass systems, as well as fuel cells and microturbines using renewable fuels. There is no limit on the aggregate capacity of all net-metered systems. Although the costs of assessments may be considered eligible in the future, loans can currently be approved for purposes of cleanup of non-petroleum or mixed petroleum substances only. Payback periods are negotiable and are established according to an applicant's eligibility and needs. Limitations on Liability ADEQ Voluntary Cleanup Program www.adeq.state.ar.us/regs/dratts/reg29_dratt_docket_05-005- R/reg29_dratt_docket_05-005-R_statement_of_basis.pdf Allows individuals, companies, and real estate developers who did not cause or contribute to site contamination and who wish to purchase abandoned or underutilized properties to enter into an agreement with the AQEQ for the cleanup (if required) and redevelopment of the property. The purchaser of the property will be able to define his or her financial obligations early in the process and, after approval from the Department, the purchaser will not be held responsible for fines or penalties related to past contamination identified in a comprehensive site assessment to be completed by the participant.
