 EPA Brownfields Program

 EPA's Brownfields Program empowers states, commu-
 nities, and other stakeholders in economic development
 to work together to prevent, assess, safely clean up,
 and sustainably reuse brownfields. Abrownfield site is
 real property, the expansion, redevelopment, or reuse
 of which may be complicated by the presence or
 potential presence of a hazardous substance, pollutant,
 or contaminant. On January 11, 2002, President George
 W. Bush signed into law the Small Business Liability
 Relief and Brownfields Revitalization Act. Under the
 Brownfields Law, EPA provides financial assistance to
 eligible applicants through four competitive grant
 programs: assessment grants, revolving loan fund
 grants, cleanup grants, and job training grants. Addi-
 tionally, funding support is provided to state and tribal
 response programs through a separate mechanism.

 Community Description

 The Sacramento County Business Environmental
 Resource Center was selected to receive a
 brownfields assessment grant. Within Sacramento
 (population 1,200,000), there are seven target areas
 that contain a number of vacant and underutilized
 commercial and industrial properties. These communi-
 ties are also challenged by declining housing stocks,
 poverty, unemployment, substance abuse, and crime.
 When the McClellan Air Force Base closed, a large
 percentage of area residents lost their jobs. Other
 neighborhoods have seen a decline since the comple-
 tion of Highway 99, which drew traffic away from the
 area.  These racially diverse neighborhoods have lower
 median household incomes and higher poverty levels
  Assessment Grant
   $200,000 for petroleum
   EPA has selected the Sacramento County Busi-
   ness Environmental Resource Center for a
   brownfields assessment grant. Grant funds will be
   used to inventory petroleum brownfields, conduct
   community outreach workshops for owners of
   petroleum brownfields sites, and complete up to
   20 Phase I and five Phase II site assessments.

than the county as a whole. They are suspected to
contain numerous brownfields, including former auto
repair shops, transportation operations, storage yards,
gas stations, and shopping centers with dry cleaners.
Brownfields assessment will stimulate redevelopment
of smaller, privately owned parcels through an outreach
effort providing one-on-one consultation. This redevel-
opment will increase property values and help bring
economic revitalization to target neighborhoods.
