EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The Santa Cruz Redevelopment Agency was  selected
to receive a revolving loan fund grant. The City of
Santa Cruz (population 54,600) is situated approxi-
mately 75 miles south of San Francisco on the Califor-
nia coastline. Since its founding in 1791, the city has
been the urban center of Santa Cruz County, providing
employment and commercial, governmental, social,
educational, and cultural services to the larger area.
Factories and production facilities have been part of
the community throughout Santa Cruz's history. The
most recent national economic recession and the
effects of foreign trade have had a negative impact on

                      EPA has selected the Santa Cruz Redevelopment
                      Agency for a brownfields revolving loan fund
                      grant. The grant will be used to capitalize a
                      revolving loan fund from which the City of Santa
                      Cruz Redevelopment Agency will provide loans
                      and subgrants to support cleanup activities for
                      sites contaminated with hazardous substances. All
                      but one of the potential cleanup sites are in the
                      city's Merged Earthquake Recovery and Recon-
                      struction Redevelopment Project Area.

                      in this fact sheet are subject to change.

                    manufacturing plants has resulted in the loss of over
                    1,500 jobs. The city has identified 49 brownfields sites
                    that require monitoring or remediation as a result of
                    past industrial and commercial activities. Twenty-one
                    of the 49 sites are in two census tracts with signifi-
                    cantly higher concentrations of minority populations
                    than the city and where the poverty rate is 27 percent.

The revolving loan fund grant represents an opportunity
for the city to address properties which would other-
wise be left untouched because of the environmental
regulatory issues and financial hurdles that need to be
overcome.
