EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The Seattle Housing Authority was selected to receive
a brownfields cleanup grant. The target area lies along
the 12th Avenue Corridor, which runs through the heart
of the City of Seattle (population 563,374). It is an
important north-south route at the crossroads of the
Central Area, Capitol Hill, International District, and
First Hill neighborhoods. This once vital commercial
area is now a federally designated Enterprise Commu-
nity. The median household income for the area is 47
percent of the city median. Thirty-one percent of
families live below the poverty level, and more than 40
percent of area residents are minorities. At the urging
of neighborhood residents, the city has developed a
revitalization plan for the area that will turn the corridor

                                    EPA has selected the Seattle Housing Authority
                                    for a brownfields cleanup grant. Grant funds will
                                    be used to clean up contaminated soil and ground-
                                    water at the Turner Beatter Residence at 109 12th
                                    Avenue. Solvents and fuel oil leached onto the
                                    property from an adjacent parcel that once was
                                    the site of a drycleaning facility. Grant funds will
                                    be used to conduct community outreach activities,
                                    excavate and dispose of the contaminated soils,
                                    and remediate contaminated groundwater.

                                  city recently completed the first phase of significant
                                  improvements to the streetscape, including widening
                                  the sidewalk, planting trees, and installing new lighting.
                                  Assessment and cleanup of these brownfields sites will
                                  enable the Housing Authority to redevelop this portion
                                  of the 12th Avenue Corridor and construct a mixed-use
                                  building combining street-level retail space with
                                  affordable housing.
