EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law,  EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The Glen Cove Industrial Development Agency was
selected to receive a brownfields cleanup grant.
Located in eastern New York, the City of Glen Cove
(population 26,622) was one of the original
Brownfields Showcase Communities in 1998. It has
been negatively impacted by brownfields and other
polluted sites, including two Superfund sites.
Brownfields have resulted in lost property taxes, with
a ripple effect on property values, and concern about
public health threats. Glen Cove has begun transform-
ing a blighted industrial area into a thriving waterfront

  $200,000 for hazardous substances
  EPA has selected the Glen Cove Industrial
  Development Agency for a brownfields cleanup
  grant. Hazardous substances grant funds will be
  used to clean up the Doxey site at 10 Garvies
  Point Road, a former fuel storage facility that
  also has been used as a salvage yard and unautho-
  rized transfer station. The site is contaminated
  with metals, volatile organic compounds, diesel
  fuel, and pesticides. Grant funds also will be used
  to plan cleanup design, develop a cleanup work
  plan, and conduct community outreach activities.

community. Brownfields redevelopment is key to the
city's ongoing, 214-acre Waterfront Revitalization
Program, which will create a hotel, conference center,
residential units, retail shops, restaurants,  and parks
along Glen Cove Creek. The cleanup site will be
redeveloped as a public park with a wetlands area.
Brownfields redevelopment will create jobs, clean up
public health threats, provide housing and recreation
opportunities for residents, and increase tax revenues.
