EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Goshen was selected to receive two
brownfields assessment grants. Goshen (population
29,700) is located in north central Indiana about 12
miles from the Michigan border. Manufacturing has
played a significant role in the history of the city and
currently provides nearly 42 percent of the jobs in
Goshen. This history has left a legacy of contamina-
tion and abandoned and underused industrial proper-
ties. Partial inventory efforts have suggested the
presence of at least 100 brownfields sites in the city.
The 14-acre Millrace Canal area, targeted for assess-
ment, is one  of the oldest industrial areas of the city,
with many facilities dating back to the 1860s. The
residential area in the Millrace census tract is home to
some of the poorest people in the city. Latinos make
up 27 percent of the residents, and 59 percent of

 EPA has selected the City of Goshen for two
 brownfields assessment grants. Hazardous
 substances grant funds will be used to conduct
 community outreach, inventory and prioritize
 sites, perform eight to ten Phase I and a select
 number of Phase II environmental site assess-
 ments, and develop cleanup and reuse plans for
 one or two high-priority sites within the Millrace
 Canal Redevelopment project area. Petroleum
 grant funds will be used for the same tasks at
 petroleum sites.

 yet been negotiated; therefore, activities described
 in this fact sheet are subject to change.
neighborhood children are eligible for free or reduced-
rate school lunches. Assessment and eventual cleanup
of brownfields properties will help address concerns
about the health risks posed by the sites and the poten-
tial for their redevelopment. The city plans to revitalize
the industrial properties into a large mixed-use com-
plex with 200 housing units, a park, and bike and
walking trails along the Millrace Canal. This project is
expected to have a positive impact on the adjacent
central business district and provide greenspace to the
community.
