EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law,  EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The Anaheim Redevelopment Agency was selected to
receive a brownfields assessment grant. The targeted
assessment site, the Atchison Street Housing property,
is part of Anaheim's downtown revitalization project to
convert old industrial properties into  affordable
housing within economically viable neighborhoods.
Affordable housing among low-income residents is in
short supply, and brownfields are numerous. About
42.8 percent of all renters and 31.1 percent of all
owner households spend more than 30 percent of their
gross income on housing. Approximately 47 percent of
Anaheim's 328,014 residents are minorities. The target

 EPA has selected the Anaheim Redevelopment
 Agency for a brownfields assessment grant.
 Hazardous substances grant funds will be used to
 evaluate environmental conditions at the eight-
 acre Atchison Street Housing site. Grant funds
 also will be used to conduct a health risk assess-
 ment for the site, and involve the community in
 the assessment process.

site is suspected to be contaminated as a result of its
historic use for metal plating, auto body repair, iron
fencing manufacturing, and industrial fuel supply
operations. Site reuse plans include new affordable
housing for 200 to 300 lower-income households.
