EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.  On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Anaheim was selected to receive a
brownfields assessment grant. Located in southern
California, Anaheim (population 328,014) is committed to
improving the quality of life in one of the city's low-
income areas. The former Home Oil Company site is an
underused facility next to an elementary school in an
economically disadvantaged area of the city. This vacant
former agricultural chemical supply and service facility is
likely contaminated with residual herbicides, pesticides,
and fertilizers. Near the site, 73 percent of residents are
minorities and 16 percent of households live below the
poverty line. Assessment of the targeted site will
facilitate its reuse as part of the Ross Park expansion
project. This project will eliminate contamination and
blight, and provide the neighborhood with clean
greenspace, ball fields, and other recreational facilities.
Assessment Grant
$200,000 for hazardous substances
EPA has selected the City of Anaheim for a
brownfields assessment grant. Hazardous sub-
stances grant funds will be used to conduct a site-
wide Phase II assessment of the 1.65-acre former
Home Oil Company site. Funds will also be used
to prepare a health risk assessment and conduct
community involvement activities.
