EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The Louisville-Jefferson County Metro Government
was selected to receive a brownfields assessment
grant. Located in the southeastern corner of West
Louisville, the 2,100-acre Park Hill Industrial Corridor
(population 5,096) is Louisville's former manufacturing
center. This area has experienced a decline in popula-
tion and significant job losses as a result of economic
restructuring and plant closures. The unemployment
rate in the target area is 16 percent. More than 80
percent of residents are African-American, and 47.6
Assessment Grant
$200,000 for hazardous substances
EPA has selected the Louisville-Jefferson County
Metro Government for a brownfields assessment
grant. Hazardous substances grant funds will be
used to inventory sites and conduct five to seven
Phase I and two to four Phase II environmental
site assessments in the Park Hill Industrial Corridor
of the City of Louisville. Grant funds also will be
used to support community involvement activities.

marred with abandoned, vacant, or underused
industrial brownfields. The threat of contamination,
whether perceived or real, stifles redevelopment in the
area. Brownfields assessment is expected to promote
site cleanup, facilitate redevelopment, and attract
private investment in the Park Hill Industrial Corridor
and West Louisville.
