EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business  Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

Alamance County was selected to receive a
brownfields assessment grant. Located in north-central
North Carolina, Alamance County (population 138,572)
plans to assess the Bellemont Textile Mill. The mill
operated under numerous owners from 1879 to 1981,
first manufacturing cotton and later rayon and polyes-
ter. The mill village is listed on the National Register of
Historic Places and contains the mill building and 23
mill residences originally used to house workers. The
target community has a lower household income than
the state as a whole.  Brownfields assessment will help
the county identify the nature and extent of suspected
environmental contamination at the target site and is
expected to provide a starting point for site cleanup and
redevelopment activities.
Assessment Grant
$95,000 for hazardous substances
EPA has selected Alamance County for a
brownfields assessment grant. Hazardous sub-
stances grant funds will be used to conduct one
Phase I and one Phase II environmental site
assessment on the 4.2-acre Bellemont Textile Mill
located on North Carolina Highway 49 South in
Bellemont. The site is potentially contaminated with
PCBs, metals, and volatile organic compounds.
Grant funds also will be used to support community
outreach activities.
