EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The First Tennessee Development District (FTDD)
was selected to receive a brownfields assessment
grant. Located in northeastern Tennessee, FTDD
serves the Counties of Carter, Greene, Hancock,
Hawkins, Johnson, Sullivan, Unicoi, and Washington
(combined population 475,412). Hancock County and
a portion of Hawkins County are federally designated
Enterprise Communities. Closings and layoffs at area
manufacturing plants have resulted in the loss of
numerous jobs. The region's poverty and unemploy-
ment rates exceed state and national averages. Thirty-

EPA has selected the First Tennessee Develop-
ment District (FTDD) for a brownfields assess-
ment grant. Petroleum grant funds will be used to
conduct ten Phase I and five Phase II environ-
mental site assessments in FTDD's eight-county
region. Grant funds also will be used to support
community outreach activities.

ated. Therefore, activities described in this fact

one brownfields have been identified in the region, all
with underground storage tanks. The average size of
these sites is less than one acre. FTDD is working to
return brownfield sites located in business districts to
productive use. Assessment and eventual cleanup of
these sites will remove petroleum contamination,
making the environment safer for area residents and
more attractive to developers and investors. Redevel-
opment is expected to facilitate new job growth,
increase tax revenues, and curb urban sprawl.
