EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.  On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Fort Wayne was selected to receive a
brownfields assessment grant. Fort Wayne (population
252,000), in northeastern Indiana, has a long history of
intensive manufacturing. The city's older industrial
corridor, which follows the major rail lines through the
city, has experienced many plant closings and disin-
vestment. Fort Wayne has identified at least 68 signifi-
cant brownfields properties totaling over 3,100 acres.
It anticipates there are more than 1,000 smaller
brownfields properties, including gas stations and
underground storage tanks, throughout the city.
Between 2000 and 2006, about 15,100 manufacturing
jobs were lost in Fort Wayne, the largest number of
jobs lost in the state. Nearly 67 percent of the residents
in the three census tracts most directly affected by the

  EPA has selected the City of Fort Wayne for a
  brownfields assessment grant. Petroleum grant
  funds will be used for community outreach, site
  inventory and prioritization, and conducting up to
  15 Phase I environmental site assessments on
  selected sites.

brownfields are minorities, and the housing vacancy rate
exceeds 23 percent. The poverty rate among the city's
minorities is about 30 percent higher than that of the
state. The city has a significant need for residential
redevelopment, jobs, and the removal of environmental
contamination that the assessment grant will promote.
