EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.  On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Frankfort was selected to receive a
brownfields assessment grant. Frankfort (population
27,741) is both the state capitol and Franklin County
seat. The target area for grant funds is known as the
Holmes Street Corridor. This corridor was once the
main entrance into the city and a thriving community.
After the introduction of bypass routes around Frank-
fort, the corridor was less traveled. It currently is
characterized by substandard housing, small commer-
cial and industrial establishments, and abandoned
service stations. The corridor has an unemployment
rate of 7.2 percent and includes areas with unemploy-
ment rates as high as 25 percent. Twenty-one percent
of households in the Holmes Street Corridor earn
incomes below the poverty level. Brownfields assess-
ment and eventual redevelopment will help reduce

 EPA has selected the City of Frankfort for a
 brownfields assessment grant. Petroleum grant
 funds will address the Holmes Street Corridor
 area. Grant funds will be used to inventory and
 prioritize brownfield sites, and conduct about five
 Phase I and three to seven Phase II environmental
 site assessments. Funds also will be used to
 support community outreach activities.
