EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.  On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The Town of Hampton was selected to receive a
brownfields assessment grant. Located in southern
South Carolina, Hampton (population 2,837) is a rural
community and the Hampton County seat. While
surrounding regions have experienced population
increases, Hampton County's population has declined
from 1990 to 2000. Nearly 19 percent of Hampton
families live in poverty, and 44 percent of residents are
minorities. In recent years, Hampton has begun a
revitalization effort focusing on its historic downtown
district. The SCS Medical Waste site, a former medical
waste incinerator, occupies about ten acres  in the
downtown district. The property is now abandoned and
contains various potential sources of contamination.
 Assessment Grant
 $200,000 for hazardous substances
 EPA has selected the Town of Hampton for a
 brownfields assessment grant. Hazardous sub-
 stances grant funds will be used to conduct Phase
 I and II environmental site assessments at the
 former SCS Medical Waste site located at  100
 Nix (Mill) Street. Grant funds also will be used to
 perform endangered species, historical, and
 cultural resource surveys, and support health
 monitoring and community involvement activities
 in conjunction with assessments.

Assessment of the site will increase marketability to
prospective purchasers and redevelopers. Redevelop-
ment of this site will reduce potential environmental
threats to the community and remove a significant
source of blight. It is also expected to create employ-
ment opportunities and increase property values and
town tax revenues.
